BRUSSELS (Reuters)- The European Patent Office will speed up the review of a contro versial patent it granted for aprocedure that might one day enable scientists to clone human beings, the European Commission said Thursday. The Munich-based patent office has been condemned by environmental groups and some governments for granting a patent to Edinburgh University in December for a process that involves the alteration of cells and human embryos.��

　　EU Internal Market Commissioner Frits Bolkestein told the European Parliament that the patent office had agreed to accelerate review procedures for the patent on transgenic stemcells."It seems clear to everyone involved that this patent should not have been granted in the form it was," Bolkestein said in a statement.��

　　Under normal procedures, opponents of the patent would have to wait nine months before lodging an appeal against it. Bolkestein pledged that the European Commission would fight the decision if the appeal did not progress quickly enough.
